The Academy is spread over a 143-acre precinct and is the premier police training school in Gujarat. This state-of-the-art sports complex will seamlessly integrate world-class venues with the operational integrity of the existing police academy. At the heart of this development is a 50,000-seat athletics stadium, a 5,000-seat multipurpose arena, and a 4,000-seat capacity shooting range – all designed by Populous to meet Olympic standards while preserving functionality and flexibility.
The design ensures that these facilities enhance the precinct without disrupting the daily operations of the Academy, creating a blend of sport, education and community.

The stadium and arena are perched along the riverfront edge, creating a striking and inviting presence, blending sympathetically into the natural landscape while fostering greater public engagement. This riverfront setting fosters increased permeability, transforming the area into a vibrant public space.
Athletics Stadium
The Stadium architecture embraces the site’s topography, ensuring it feels like a natural extension of the parkland while providing a striking focal point along the riverfront. Inside, the stadium boasts large, open concourses that stretch around the entire bowl, enhancing the flow of spectators and fostering a more engaging atmosphere.
Amenities are strategically located throughout these expansive concourses, with food and beverage stations, retail areas, and seating areas designed to provide an enjoyable experience for visitors. This layout allows for easy movement and social interaction, ensuring that the fan experience is immersive and dynamic.
Multipurpose Arena
The 5,000-seat arena is designed to host Olympic-level weightlifting events while offering the flexibility to serve a wide range of purposes in its legacy mode. The seating is temporary, allowing for easy transformation from a high-performance sports venue to a dynamic multipurpose hall, ensuring year-round usage. During non-event periods, the arena will be utilized as a dedicated training space for police cadets. In addition, the arena houses a state-of-the-art gymnasium, strategically positioned with expansive views of the lush green surroundings.
Shooting Centre
The Shooting Centre is a premier facility offering a variety of ranges to cater to a wide spectrum of shooting disciplines. Optimally stacked to maximize the footprint of the site, the centre features a 10m range, a 25m range, and a 50m range, providing ample space for training, competition, and events. The design ensures that each range is easily accessible and separated to meet the specific needs of different shooting disciplines, while maintaining a legible flow throughout the building.
Flexible and adaptable spaces
Each venue is designed with flexibility and sustainability at its core and optimised to allow for a variety of uses. The Athletics Stadium is designed not only for athletic excellence but is also capable of hosting Olympic Football and Rugby Sevens. It is also envisioned to host World Athletics Championships as well as concerts and other entertainment events. The Arena has temporary seats allowing it to function as a high-performance training centre or a multipurpose hall in legacy mode. The Shooting Centre contains a temporary finals range, which is a requirement for the games and will return additional green space to the area.
While designed to accommodate global sporting events, the precinct also offers a legacy of excellence that extends far beyond match days. On non-event days, these state-of-the-art facilities serve as a hub for training and development of the Police Academy and community.
Integrating into the existing environmental context
Sustainability drives every aspect of the design for the precinct. The masterplan accommodates many of the existing trees within and around the site, allowing the design to integrate within the existing context rather than replace it.
Each venue unites iconic heritage and contemporary design. Drawing from the core principles of Gujarati architecture, an emphasis is placed on verticality and balance, which is reflected in the modern interpretation of the venues’ façade.
